prof. dr. Justinas Žilinskas

Member at the Committee of Humanities and Social Sciences of the Research Council of Lithuania since 2021.

He is a doctor of social sciences and a professor at the European Union Law Institute at Mykolas Romeris University (MRU).

In 1997, he graduated from the Faculty of Law of Vilnius University. In 2001, he defended his dissertation at the Lithuanian University of Law (now MRU) and obtained a doctorate in social sciences (law). In 2008, a habilitation procedure was performed. He has been working in pedagogy at the Institute of International and European Union Law of Mykolas Romeris University since 1997.

Scientific interests: public international law, international humanitarian law, international criminal law, international courts, human rights. He taught or teaches courses in International Criminal Law, Introduction to Comparative Law, International Humanitarian Law, International Public Law in Lithuanian and English. He is a member of the Senate of Mykolas Romeris University and a member of the Council of the Law School.

He has published over 30 scientific publications in Lithuanian and foreign publications on various issues of international public law (especially international criminal and humanitarian law), wrote a textbook and several educational publications, and participated in research and study projects.

In 2001–2005, he was a senior adviser to the Legal Department of the Chancellery of the Seimas, the head of the International and EU Law Group, the head of the International Relations Division of the Law Institute of Lithuania, and a senior researcher.

Expert activities: he is a former member of the International Humanitarian Fact-Finding Commission (2011–2021), member of the Academic Working Group of the International Holocaust Remembrance Alliance (IHRA) (2015–2018), member of the Permanent Court of Arbitration (since 2011), member of the Central Electoral Commission of the Republic of Lithuania (2012–2017), member of the Commission on the Implementation of International Humanitarian Law under the Ministry of National Defence of the Republic of Lithuania, member of various governmental working groups (Government, Prosecutor General’s Office, Ministry of Justice, etc.) 

He is a writer and publicist, a member of the Lithuanian Writers’ Union, the author of eight fiction books and a number of publicist articles, a former collaborator of the LRT radio programme ‘Klasika’, the author of the magazine ‘Verslo Klasė’, and the author of the news portal LRT.lt.
