The invitation to submit applications for project funding under the Global Grant Measure has been announced
The Research Council of Lithuania (hereinafter - ‘the Council’) has announced an invitation (Information Notices, Official Gazette 2009, No 102(1)) for members of academic community to submit applications for research project funding. The invitation has been announced according to the VP1-3.1-ĐMM-07-V measure Support to Research Activities of Scientists and Other Researchers (Global Grant) of the 3rd priority Strengthening of Capacities of Researchers and Scientists of the 2007–2013 Operational Programme for Human Resources Development implemented by the Council.
All the information on the funding of research projects, requirements for applicants and projects, applications, preparation and submision of applications to the Council, application evaluation procedure, allocation of funding, conclusion of agreements and project implementation according to this Measure is provided in the Guidelines for Applicants (download).
Applications must be submitted to the Council in Lithuanian and English until the
28th of February, 2010 at the following address: The Research Council of Lithuania, Gedimino pr. 3, LT-01103, Vilnius, Lithuania. Applicants must complete the Application for Project Funding form (download
) set out in the Annex 5 of the Guidelines for Applicants.
On the Global Grant Measure
Purposes
To stimulate international-class research conducted by Lithuanian and foreign researchers at research and higher education institutions of Lithuania and to encourage researchers’ mobility
To attract foreign researchers of international excellence and world-class into Lithuania
To strengthen Lithuania’s competitiveness in the world
Supported activities
Research conducted by Lithuanian scientists and other researchers of international excellence and world-class at research and higher education institutions of Lithuania
Research conducted at research and higher education institutions of Lithuania by scientists and other researchers of international excellence and world-class residing in a foreign country for longer than 3 years
Applicants
Lithuanian (young or experienced) researchers of international excellence and world-class with research and higher education institutions of Lithuania hosting them
Young or experienced researchers (or groups of them) of international excellence and world-class residing in a foreign country who had engaged in research for no less than 3 years prior to the deadline to submit applications with research and higher education institutions of Lithuania hosting them
Supported projects
Research projects implemented at the research and higher education institutions of Lithuania. The duration of the project implementation period - 24 – 48 months
Financing of the Measure and projects
The Global Grant Measure is financed from the European Social Fund and co-financed by the Republic of Lithuania. The total amount allocated for the Global Grant Measure for the period of 2009–2015 is 120 234 000.00 LTL: 102 198 900.00 LTL - from the EU funds and 18 035 100.00 LTL - from the State Budget of Lithuania.
Under the announced invitation LTL 40 M is planned to be granted for the implementation of research projects in Lithuania
Eligible expenditure of the project may be financed up to 100% - between LTL 200 thousand and LTL 1 600 thousand

Evaluation and selection of applications (stages)
Assessment of administrative compliance – Council specialists
Assessment of project eligibility – Council specialists
Evaluation of the benefit and quality of the project – Lithuanian and foreign experts (group of experts)
Project selection and decision of funding – Conclusion of project funding and administration agreement
Evaluation and selection of applications takes no more than 3 months.
